A master plan sought to be foisted on Margao, South Goa’s only major city, has been in abeyance for four years because of resistance by residents who fear that real estate developers are being favoured at their cost.

The residents want the master plan to be placed before public meetings at which its provisions will be openly discussed. So far, only select gatherings have been allowed to review the plan.
