We walk into the Pay & Use Toilet block in Ward No. 66 in East Kolkata and come face to face with a goat neatly tied up in one of two cubicles. The other cubicle is, of course, utterly dirty and unusable. There’s no wash basin, forget about sanitary napkins. After all, the goat needs neither.

Three children, around 10 years old, seem to be in charge of this toilet block. They collect `3 before letting us in.
